American official opinion regarding the Franco-Russian-British agreement is much depressed thereby,as it is now considered that the prolongation of the war is inevitable. In order to raise the necessary money to finance the United States and make up for the loss of revenue through falling trade, it has been practically decided to tax beer, fermented liquors, domestic wines, and distilled liquors.

The Federal Grand Jury investigating undue increases of food prices owing to the war scare returned thirtytwo indictments against unnamed parties, accusing them of artificially railing prices.

SOUTH AMERICAN REPUBLICS HARD HIT BY THE WAR.

New York, September 4,

The Consuls of South America* countries are considering a scheme to establish credits with the United States to finance them through the war period. It is stated that, with the exception of the Argentine and Brazil, nil the republics are bard hit. The United States is unable to add much to the present consumption of South American products, consequently the republics’ outlook is very gloomy, as their European trade is almost raised. It is expected that there will he a general revision of tariffs throughout South America.
