President Wilson intends asking a joint session of Congress fora war taxation measure to raise £20,000,000 atinually, the money to be .used-for various purposes connected with the ; preservation of neutrality and to assist ja the relief, of conditions due to the war.

In Chicago, wheat again rose rapidly, touching the highest point sine# the war began. May wheat reached 125 ; ) cents. The belief that Turkey and Italy are practically certain to join the conflict led to higher figures.

(Received 8.5 a.m.) Washington, September 4. The United States has agreed t* allow all belligerents to send or receive wireless messages in code or cipher through the United States station.
