PROOF OF GERMAN ATROCITIES.
UNDER OFFICIAL DIRECTION.
(Received 29,10.0 a.m.) London, August 28 (evening.) Mr Marconi intercepteed a German official statement that, owing to arms and ammunition having hobn distributed among the civil population of eßlgium the only means of preventing surprise attacks from civilians was to use unrelenting severity, and create -examples which by their frightfulnes* would b® a warning to th® whole country.
