The State Department has received a statement, without comment, ex Germany, that Russia intended immediately to cede Kiao-chao hack to China. China asked what the United States’ attitude would be in caso China accepted it. It is understood that the State Department informed China that the United States was unable to answer the inquiry as to whether she would undertake the trusteeship, involving the transfer of Kiao-chao to China, until she had consulted Japan and Britain, and secured their consent. PREPARING FOR EVENTUALITIES Pekin, August 21. The German women and children, including the Governor’s family, have left Tsiug-tao (the fortified station in Kaio-chao) for Tientsin.
