IF GERMANY WINS. New York, August 14. Interviewed, Admiral Mahaii said he tliouglit it incredible that Austria would have taken actioin against Servia unless she was assured of Germany's support. Evidently war had already been determined on before the ultimatums were issued. Now that the German advance had been delayed, Britain has the power of de--teirmining the struggle or forcing the German fleet to light. If, however, Germany wins, she will be able to- dominate the world through her fleet. Italy might declare war against her former friends, because it would improve her Mediterranean position. Russia's fleet ise negligible, but her ports-are strong and modern. Admiral Mahan states that none can afford a war of fleets against forts, but the fleets ought instead to be seeking the enemy. THE FINANCIAL SITUATION. A BRIGHTER OUTLOOK. [Pbb Phebh Association ] Wellington, August 17. The Governor has received the following cable from the Secretary of State for the Colonies:—"London, August 15.—Owing to the vigorous action taken here to deal with the financial situation, particularly in regard to bills of exchange, the conditions became much easier, and credits have greatly improved. There is every hope that trade at Home and in foreign countries will rapidly resume its normal course. I will be glad if your Ministers will make this public." (Signed) Harcourt.
