REPORTED DESPATCH OF AN ULTIMATUM. SEIZURE OF SHIPS. (Received K. 55 a.m.) London, August N. The Daily Chronicle's Amsterdam ;correspondent states that Franco has sent an ultimatum to Holland that if Gertnens take rofugo in Holland, as some have already done, France will declare war on Holland. The Dutch Government is hurrying troops to the southern frontier to prevent the retreating Germans entering Dutch Limburg. Renter's St. Petersburg correspondent states that seventy-three German steamers of 117,000 tons were seized in Russian ports and twelve Austrian ships of 44,000 tons.
