Senator Aimaud, speaking at Raincy revealed the reason why France had •voided war with Germany in 1905. After the Kaiser's surprise visit to Tangier, M. Delcasse proposed that the Cabinet should send the fleet to Tangier, but M. Berteaux, Minister for War, replied that there were only sis hundred rounds of ammunition per gun, which would be exhausted in ten day*. M. Delcasse resigned, and Mr Bertreaux a few days later demanded 1400 million francs for the increase o artillery in order to strengthen the frontier defences.
