Dr. ClayeshaWj lecturer on psychological medicine at St. Bartholomew's, says: The tendency of modern civilisation ig little more than the toleration of abuses. We let off murderers in deference to public sentiment, and do not hang women because we are described as civilised. We treat crime as a disease, and deal with it mildly. We take the most beneficent care of the fool, and endure inconveniences at. the hands of strikers, because high •civilisation suggests toleration and no repression.
