The Unionist committee on industrial unrest, after two years' investigation, recommends the establishment of a Department of. Labour under a chief commissioner, the latter to be invested with power to intervene in a strike, and to appoint a board of conciliation, any one breaking the agreement sanctioned by the Commissioner to lose certainty of a fixed wage, and that legal sanction should be given to masters' and workers' agreements. In regard to wages, the committee recommended that a minimum wage should be fixed for the different kinds of work.
