At Niagara Falls good progress is being made with the negotiations, and it is expected that a peace protocal tvill be signed within a week. The delegates attended a garden party which the Duke of Connaugbt gave at Toronto. It is understood that only internal questions are now under discussion. There is a likelihood that these will be disposed of by a series of recommendations iron), the incoming provisional Government. A STEAMER ARRESTED. Vera Cruz, May 28. A German steamer landed arms for Mexicans. General Funston thereupon arrested the vessel us having no manifest. It is not expected that further action will be taken, as the United States have- agreed to a suspension of hostilities during the Peace Conference. It is "expected that the vessel will merely he fined for being without a manifest. TRANSFERENCE OF EXECUTIVE POWER. ARMS FOR HUERTA, :-; S" • (Received 12.30 p.m.) New York, May 28. The Peace Conference has arranged to transfer the executive power in Mexico from Huerta to an un-named provisional president acting in conjunction with four Cabinet Ministers. These will arrange new elevations of the United States pledges in recognition thereof, thus simplifying their task. A Japanese cruiser is reported to bo conveying ammunition in a ship from Japan to Mexico. Huerta ordered arms and ammunition from Japan months ago. It is understood the American warships will not interfere.
