THE IRISH QUESTION.

When Ulster's opposition to Home Rule was being discussed in the House of Lords last month, Lord Curzon, a typical Unionist, gave his opinion as to why a settlement by consent is hard to secure. "It is conceded." he said, ''that Ulster is serious, that she has organised a force which in point of equipment, is comparable with a regular army, and that she is resolved to use hei strength to defend her liberties and rights. A general election is the shortest and most efficacious method of escaping the horrors of civil war. If the Unionists win there will obviously he no civil war. Tf there is a dead-heat there will be no civil war, because'both parties will be compelled to settle down to thrash out I some solution of the question. If the- Liberals win, then the chances of civil war will be enormouslv diminished."
