EIGHTY MILLIONS STERLING. (By Electric Telegraph—Copyright] [United Press Association.] (Received 8.55 a.m.) London, March 27. Reuter at Paris states that a Chamher Bill has' been passed, empowering the War and Marine Ministers to incur non-recurring expenses amounting to nearly eighty millions sterling for the purposes of national defence.
