THE INCREASE OF ARMAMENTS.

The anti-Russian outburst in Germany has been likened to the campaign against France, which preceded the opening of the Morocco question. Heir Sazanotf (Minister of Foreign Affairs), in an interview, insisted that the increase of armaments was initiated in Germany.

THE WARSAW TRIAL.

Seventy-four persons will be charged at a coming Warsaw trial, which, it is expected, will last three months. One thousand witnesses will be called.

THE WORK OF JOURNALISTS. An inspired article in the Rossuja rebukes the mischevious attempts of foreign journalists to sow discord between Russia and Germany, and reminds them of Germany's refusal to accept a limitation of armaments. The article recommends them to abstain from unfriendly attacks and unjust aspersions.

OPINION OF FRENCH PRESS.

The press points out that Russia and France have equal rights with Ciermany to protect their armaments. The Temps observes that if the legitimacy of the measures for which Germany has set an example lie challenged then an era of chronic tension will be re-opened and everyone will suffer.

The Premier, and the War, Foreign •nd Finance Ministers are conferring with sixty-five members of the Duma including members of the military and naval budget committee. The newspapers allege that the conference is connected with the RussoGerman situation. They hint that the War Minister proposes a considerable increase in the army.
