The House of Commons, by 283 votes to 199, rejected a motion for an impartial Committee to inquire into the working of the Insurance Act. Mr Lloyd George declared if a voluntary system were adopted millions would drop out. Discussing the possible insolvency of the fund, he said if societies are slack they must suffer. He never guaranteed, benefits where societies were maladministered. Societies were now getting a grip on the machinery. The doctors, originally sulky, were now helping to check malingering. ANGLO-AMERICAN ARBITRATION. A PEACE TREATY. (Received 8.45 am..) ■ London, February 26. Sir Edward Grey, in reply to Mr C. Silvester Home (Liberal M.P. for Ipswich), ( said he hoped the AngloAmerican arbitration convention would shortly be ratified. He added that the United States had submited a treaty establishing a peace commission, which would be generally acceptable, but the Government must consider it with the self-governing Dominions, as certain special provisions may be required for them. In the House of Commons on the debate on the working of the Insurance •Act, Mr Bonar Law challenged the Government to deny that their actuary was convinced the minimum benefits promised in the Bill cannot be paid by a large number of approved societies, yet Mr Lloyd George definitely had promised security. Personally, said Mr Bonar Law, he favored the voluntary system, similar to the Danish oire, where employers were compelled to, 4 pay contributions for all the workers.
