After a conference at White House, the Democratic members of the Lower House developed opposition to President' Wilson’s - attitude regarding the Panama Tolls. The Inter-State Commerce Committee refused to consider the re-opening of the question; consequently, there is some danger of a split in the party, and an announcement is probable. The opposition surprised ■ the President, who thought everything was plain sailing, hut secret opposition developed during the last feW'days. President Wilson, however, determined to adhere to his attitude.
