FRENCH GARRISONS AFFECTED. [By Electric Tkleouaph—Copyright [United Press Association.] (Received 8.10 a.m.) Paris, February 13. There are extraordinary epidemics of scarlet fever, pneumonia, and eerobro-spinal meningitis. Eight hundred are in hospital at Toulon, and five hundred at Nancy. Many other garrisons are affected. There have been numerous deaths. The epidemic is due to overcrowding of 185,000 pxtra recruits. It will delay the constructing of the new barracks.
