The Graphic's Berlin correspondent states that the Kaiser is displeased with the result of the Za-'n:i-n inquiry. Chancellor Hollweg under pressure from the militarists led by the Grown Prince oscillated beween them and the anti-militarists in the Reichstag. Lieutenant Foeruner's acquittal therefore presented i shifting of political Ibices and has no judicial meaning.

Four parties in the Alsatian Sec•)ikl Cliamber introduced a resolution upholding the Zabsrn civil authorities', requests to the Reichstag to secure a form of military judicial system and a development of the constitution in the direction of the full independence of Alsace as a Federal State.
