The .Right Honorable C. E. H. Hobhouse, Financial Secretary to the Treasury, speaking at Bristol, said that financial and moral needs were so urgent that they could not begin too soon to reduce expenditure. They were entitled.to count on improved Anglo-German feelings. Besides, Germany had accepted a ratio of fifteen ships to ten. The whole outburst on naval expenditure was duo to England creating greater ships. If the size of the ships were .reduced, the other nations would follow her lead.
