'The'State'Department has been informed that British and German residents at Tampico took refuge on British and German vessels. •The Constitutionalists; are reported to be making a heavy attack on (the city. N American vessels are available for American refugees.
HUERTA'S PERSONALITY.
Mexico City, December 11
The Times' correspondent says that Huerta is of pure Indian descent and is proud of it. His ability is undoubtedly remarkable, but is closely allied to. cunning. It is universally believed that he is a heavy drinker. His breakfast consists of a raw egg and a glass of claret and brandy. Though He isr ; 69 years old, he is a •man of-powerful frame and vigorous constitution, ,alcohol seeming to be stimulating to him. He confides in nobody. He summons his Ministers at all 'hours and gives orders. If they argue, they "are dismissed.

The Co'nsulat<Tampico has asked leave to charter a steamer for the American refugees.
A party of rebels entered the British Vice-Consulate and forcibly arrested Luis Terrayas, tiie son of a wealthy landowner, and gaoled him, despite protests. The vice-Consul was absent.
