KITCHENER IN EGPYT.
In the “Fortnightly Review,” Mrl Sidney Low refers enthusiastically to Lord Kitchener’s latest report on I Egypt. He shows that the system of] the Capitulations which gives foreign Powers a foothold in Egypt with the object of safeguarding the interests of their nationals was necessary enough in the old days of Turkish misrule, but is no longer necessary under British administration. Moreover, it is a vexatious hindrance to progress. How to abolish this authorised interference by the foreign consuls with the ordin-
ary administration of justice is a pressing problem. .Mr Low points out that the Powers which are inter-] e*tcd will not give way. They cling! to this small foothold in the country,| which is technically only occupied by Britain, and is not under direct British political control. If Britain announced that Egypt was a British protectorate, tin' Capitulations could be abolished, but the stop would be highly unpopular in Egypt itself.
