For the first bait-hour the discussion was confined to legal members of both sides, who wrangled over the question of whether a certain amendment, moved by Mr Secluon, v>as admissible. The amendment was rued out by Mr Statham (Deputy Chau-
man). . , , , Mr Thomson (Wallace) imemdiately proposed the addition of certain other words (which have no material importance) to the word “act,” around which the debate had so far centred. Mr Russell then moved the addition of other words to Mr Thomson s amendment on the ground that the former was “too bald.” The debate is now proceeding as to whether these words be added. When the House rose at 1 o’clock for the luncheon adjournment, Mr Buddo was debating Mr_ Russell’s amendment. The House resumed at •2.30
