A STATE OE ANARCHY. [By Electric yelegraph—Copyrighi [United Piusa Association.] Paris, September 23. Le Temps' Janina coreispondent reports complete anarchy in Albania. Nonfid Bey, provisional Foreign Minister, is marching against Essad Pasha, who has hoisted the Austrian flag and summoned the Government at Valona co surrender. Belgrade, September 23. A telegram states that 20,000 Albanians captured the fortification at Debra after fierce fighting. Two hundred Albanians were killed.
