Me Davis, in the presidential address at Manchester, dealing with general labour politics, said there were times when a strike should he averted even at some sacrifice by the worker, as there were times when not to strike would be an act of cowardice. So comprehensive a measure as national insurance needed to be constantly improved. Ho advocated a National State Act to secure adequate life assurances on lines similar to the mater-
nity benefit and realizable through approved societies at a trifling cost compared to private companies.
