The Church ot England Trust ,Biil (Mr Stratham') was read a secon time. ' The McDougall' TrustEstat Bill (Mr Lee) was read a third' tin. and passed. la reply to Mr Russell, the Prim Minister said that the matter of gh ing the Dominion representation 8 the Panama Exhibition was still undc consideration. Enquiries were bein made, but no definite decision had bee arrived at. In reply- to Mr Parata, the Nativ Minister said that he would brin down the Native Bill in a fortnight. Four days' leave of absence wi granted to Mr Ngata. The House went into committee o •Supply to consider the estimates, , THE ESTIMATES. The House resumed at 7.30. The debate on the items on the E timates under the heading of "Legi lative Departments" was of a desu! tory : nature. Tho Legislative Department's ite;i was passed immediately on resumiiT after the supper adjournment, an the committee took up the discussio' of tho items embraced by the Depart ment of Finance, which were passe without lengthy discussion. i On the Railway Estimates, Mr Rus sell protested against the whole 0 these estimates being taken under on .vote. He asked what the Miniate 'intended to do to improve tho position of the men in the first division oi tho service, and what he proposed u do about the second express train t( Auckland. The Minister replied that the train would be resumed on October 1. Mr' said that unless ii nould be used for oxliibition -traffic it <y,\.- ;\ doubtful proposition oven • nd lie complimented Mr Herries upon !iis courage in the waste thai .was going on while the second express I vas running. In reply to Mr Russell, the Minister said'he hoped to satisfy the employees in the first division. He was bringing down new regulations and a
new 'BilifVith a new schedule which he believed would be satisfactory to both the House and the railway servants.'' With regard to suburban traffic he said it would cost between £3OOO and £4OOO to do uU that was required in Wellington while there were heavy demands lu other parts of the Dominion, and ho proposed to borrow sufficient money year to meet the demands all round. The Hon. W. H. Her-ies hoped to have a system of alarm bells at level crossings, and he also hoped to secure the assistance of local bodies in the matter. If he foil in with the wishes of members the cost would amount to something like lwo millions for the installation of the necessary appliances.
The Railway vote passed unamended, and the House rose at 1.50 a.m.
