[By Electric Telegraph—Copyright] [United Press Association.] (Received 11.45 a.m.) Washington, August 27. .President Wilson has delivered his Mexican message to Congress. Ho stated that the pacification of the country had grown more and mot e unlikely. The United States felt, that some action was necessary, and he therefore despatched Mr Lind; and despite the latter’s reception, the United States still hoped that its good offices would be useful to Mexico, but Huerta’s rule must end if peace is to be restored. Mr Wilson declared that no armed intervention in Mexico in any- circumstances; the preservation of strict neutrality ; and the vigorous protection of American subjects and property constituted his policy.
