LEGISLATIVE COUNCIL. Wellington, August . 8. The Council met at 2.30. Sir W. Russell took his seat and was welcomed by the Hon. H. D. Bell and Hon. 6. Jones, '* The Copyright. Bill wgs committed and put through without amendment, except that the provision in clause 50 was struck out, viz., “that a copy of all hooks published in New Zealand be sent.to University Libraries.” The Old Age Pensions Reciprocity Bill was committed and passed unamended. The Council, adjourned till August 20th. HO.USE- OF- REPRESENTATIVES. LAND AND INCOME TAX.

The Land, and Income Tax Bill .was introduced, by. Governor’s Message and read a, first time.. The, Hon. Jb Allen, said that, the measure made provision for a . graduated land tax, on the same principle as provided by the graduated land tax of last year.

LOCAL BODIES LOANS. The House went into committee on the Local Bodies Loans Bill. Mr G-. Whitty suggested the insertion of a clause relating to raising joint special loans and -making it obligatory for local bodies concerned to agree an. to, the, apportionment and the details of - the . loan before the same was raised. The Minister agreed to insert the words to that effect. The clause providing for the acceptance of loanpphy local authorities within six months was altered to provide for the acceptance within, twelve months. On resuming at 7.30 the Bill was reported with only verbal amend ments. STATE ADVANCES - BILL. The House went into Committee on the State Advances Bill. On the motion of the Minister, in

clause the amount to be lent any one borrower was increased from £ISOO to £2OOO. In part 111. of the Advances to Workers, on the suggestion of Mr JRobertepn, the Minister agreed, to. strike out, tho provision that applications tor loans not exceeding £3OO shall have priority over applications for larger sums. Mr Robertson argued that £3OO was sufficient-to enable a man to build a house. The Bill was reported with amendments. METHODIST UNTON BILL. Mr Massey moved the second reading ot the Methodist Union Bill, which passed without discussion. ’ The House rose at 11.30 p.m.
