QUESTION OF CONTROL

Pekin, July 20. The crisis is developing and threatens to be of first-class magnitude. The Cabinet lias resigned. 'Plie trouble springs from rivalry between the North and South, and Vuan-Siiih-Kai's efforts to overrule the provincial authorities. Th< Southerners demand the President's resignation immediately. The cause of the revolt is Yuan-Shih-Kai's dismissing the Tutuh oJ Kiangei, a young general who was flouting the President's authority. The necessity of keeping large forces in .Mongolia, where the situa tion is serious, is increasing Yimn-Shih-Kai's difficulties.

Southerners
Hsen-Chan-Muan, who is a man o: great force of character and ruthles disposition, has been proclaimed th( revolutionary President. His troop captured the British section of tin Tientsin railway.
The Southerners killed upwards of twenty officers loyal to the Central Government.
Yuan-Shih-Kai lias npointed Fen Kuo-Chang, who raptured Hainan: during the .Revolution, to suprem< command on the Yang-tse-Kiang.
It is reported that upwards of forty Japanesa officers are assisting the rel>els.
The Woosung forts have joined tin rebels.
