THE RULES OF RACING

Delays at the starting post and other troubles incidental to the raising; of tho barrier occupied much time at file Racing Conference to-day. The discussion originated in the following amendment to rule 2, part 25, which was moved by Mr Hunter on behalf of the Hawke's Bay Chile "No horse shall he sent to the post more than fifteen minutes before the time appointed for starting." Many a race, said the mover, had been lost through the horses being at the post too soon. Mr Dalgety (Canterbury), in supporting the motion, said it was a disgrace to the turf in New Zealand that starts were delayed for the sako of tho totalisator.

* Eventually, the mover agreed to defer consideration of the proposal until next year, it being left to the discretion of the executive as to whether or not it should be brought forward.

Notice of motion, giving effect to the suggestion that the following rule should ho introduced by the president. Was adopted: "No attendant upon any horse other than his jockey, or the starter's assistant especially ap-pf-nted by the stewards, shall be permitted at the start of any race unless by the express permission of the stewards; anyone'offending against this rule shall bo fined an amount not exceeding £50."
