It -might (the Lyttelton Times says) he worth while for New Zealand to pa6k off the whole of its Ministers to the Panama-Pacific Exposition next year in order that they might have an opportunity to study Californian politics on the spot. The permanent heads of departments under the direction of the Public Service Commissioner could keep the machinery of government running during their absence.
