CANADIAN NAVAL QUESTION. 0 (By Electric Telegraph —Copyright] [United Press Association.] Ottawa, June 11. The Canadian press generally re grets the failure of the Foster-Fisher reciprocity negotiations. A resump tion by the new Government at an early date is anticipated. Mr Bourassa, speaking at Edmonton,, said that if the Canadians supported Mr Borden’s contention Canada would be bound to contribute to the British navy, because if an emergency existed Canada would be binding herself to contribute whenever the emergency or supposed emergency arose. This was fatal to the upbuilding of a definite national policy. If Canada agreed to representation on the Committee of Imperial Defence, such a delegate would be useful merely as taking the British Government’s commands back to 1 Canada. He warned Canad,a that she could only be bound to provide for her own defence. Such was the Chamberlain idea, and he was one of the greatest Imperialists. A TRIBUTE TO AUSTRALIA. London, June 11. At the Australasian banquet Lord Chelmsford said that he was greatly impressed by the lead Australia had given to the Mother Country in connection with defence. He hoped that .Englishmen would come to realise that everyone ought to sacrifice, himself for his country and do what the Australians were doing.
