Six hundred Senators and representatives have arrived for the inauguration of Parliament. A Government majority at the elections is practically assured. Yuan-Shih-Kai will not attend the opening ceremony owing to fears arising out of the Snug assassination. THE PRESIDENT’S MESSAGE. (Received 11.50 a.m.) Pekin, April . v . President Yuan-Shih-Kai, in a message to Parliament, expressed the hope that the Republic would ‘‘ndure for ton thousand years.
