Berthou outlined his programme and upheld a trienium service which would afford the Chamber full liberty to discuss the measure, hut the Government would not sacrifice honor and responsibility. There was much uproar and interruption. A vote of confidence was carried by a small majority. The tenure of the Cabinet is precarious.
