An identical Note states that, the exchange of letters between the Czar and the Emperor Franz Josef is a proof that the Balkan events .will not affect the friendly relations between Austria and Russia. The explanations exchanged between the Governments show that Austria does not cherish any aggressive feeling against her Southern neighbours. Roumania .and Bulgaria have presented M. Sazanoff with a memorandum dealing 'with the dispute, for submission to the Ambassadors’ Mediation Conference.

The newspaper Politique states that the Austrian Minister demanded the recall of the Servian troops proceeding to Scutari, because the tow r n was designed as the capital of Albania. M.
