The Cologne Gazette, in a remarkable article, says it is not difficult for the Government to prove the necessity of the Army Bill( if they point without concealment to the quarter whence the next danger threatens, namely, France. Never, the paper says, has the Revanche idea shown itself so tmdisguisedly. France claims the support of Russia and Britain merely to reconquer Alsace and Lorraine. It is certain we have to cross swords with France.
The Lokal Anzeiger says the Army Bill provides for an increase of 68,000 recruits. In two years eighteen regiments now a battalion short would be brought to the three battalions standard ; six new cavalry regiments will be formed; stock horses will be increased by 30,000; and the frontier companies will be strengthened, At the 1803 celebration'festivities, which have begun in Berlin, the Kaiser delivered a glowing eulogism on the Army’s prowess of a century ago.
