Tlie Lyttelton Times says: “There certainly is no ground for the confidence Mr P. Selig expressed at the meeting of the Newspaper Proprietors’ (Association that when Mr W. P. Reeves framed Ids Conciliation andj Arbitration Act he intended its benefits only for ‘mechanics and unskilled workers.’ Persons who were closely associated with Mr Reeves while ho was engaged in the preparation of his measure believe he wished it to have a much larger scope than the one Mr Selig suggested. He hoped, however, that fully 90 per cent of the industrial disputes would be settled by the. Conciliation Hoards, and that the work of the Arbitration Court would be comparatively light. It was here more than anywhere else ho was disappoint--1 ed by the operation of his legislation.”
