A FINAL APPEAL. (By Electric Telegraph.—Copyright., (United Press Association.) London, February 27. Reuter’s correspondent states that King Nicholas has addressed a final appeal to the Czar on the reported decision of the Powers to give Scutari to Albania. Popovitch, the Montenegrin delegate, has issued a statement that the possession of Scutari is a vital question for Montenegro. “The Powers, led by Russia, may agree to what they like, but wo will see if their peoples will allow the Montenegrins to be stifled. Montenegro desires to live her own life, and will use her fiercest energy to prevent the establishment of a new State, which has not made sacrifices for its existence.” THE MEDIATION QUESTION. Bucharest, February 27. In accepting mediation the Government informed the Powers that it was unable to renounce its claims to Silistria. PREPARATION FOR COUP j D’ETAT. Constantinople, February 27. j Apprehending a coup d’etat, four cannons are protecting the Porte, and the guard has been doubled. Fighting is reported at Bnlair, but there are no details.
