I An Imperial decree was issued on j December 23 forbidding the circulation 1 of military news regarding , The readiness for war of tlic Army I and Navy; the state of repair work | on warships; tho armament and other properties of warships, projected or in course of construction ; tho amount of war material with any military force or at fortified places as well as at ports or on warships tho amount of naval and military stores, acceleration or increase ol work in factories fulfilling orders for the Army or Navy; the condition of or tho selection of sites for fortresses, forts, naval ports, ano. naval bases and the progress of working proceeding on them; the extension of fortified places or military or naval bases; intentions for the construction of new or the abandonment of existing fortresses., etc.; war manoeuvres; shooting I practices of the Navy; mobilisation 1 revisions and tests whether naval l -or military; suspension of furlough I and the recall to the colors of soli diers on leave and reserves; movements of troops to tho frontier; j manoeuvres in the neighbourhood oi the frontier: the chartering and eoni cent rati on of ships in ports, and finally naval ad military measures adopted by Russia in foreign coun- : tries. The decree is to remain in force lor I a year from the day of publication.
