THE GERMAN HOAX.
Berlin, February 7. All Germany is laughing at Welter’s hoax. He sent the telegram himself, rubbed out the contents and substituted the following: “Arrive at twelve. Coming by motor-car and proceeding to Polygon parade ground. Entire garrison to be alarmed. (Signed) Wilhelm.” The prisoner forged special marks, indicating that the message was from the Emperor. General Elgotfstein, oblivious of the fact that the Kaiser was a thousand miles aiTfcy, summoned the garrison. The populace believed that war was imminent. The women were tearful. For two hours 18,000 troops were on the ground, with a new Zeppelin overhead. Thirty thousand spectator. l were present, including Wolter, wii was overhead to say that he wished lu could set the fleet in motion. Finally the chief of police motored to Stras burg, two and a half miles away, telephoned, and learned that the Kaisei was at Koenigsbourg. Der Morgen Post recalls that thi Kaiser in 1893 unexpectedly stoppec a train himself and alarmed the Stras burg garrison.
