Speaking at a meeting of the Peace Society, Mr. Carnegie attacked the three-battleship programme as whdlly unnecessary. What enemy, he asked, had tlie United States at present ? Mr. Barret, a director of the General Pan-American Union, asked for a less patronising tdne towards the La-tin-American republics. The American press and people would thus lend to aVoid any friction.
