THE BOROUGH LOAN PROPOSALS.
After engaging the more or less constant attention of the Council lor the past twelve months, the Stratford Borough Joan proposals aero again under discussion last evening. For a hriol moment or two, it seemed that the Mayor’s momentous motion would he put to the vote without discussion. In a few words His Worship briefly moved that the loan proposals be placed before the ratepayers in four separate issues—namely, Street Improve-j inont, Bridge, Water Extension and Purification, and Drainage. For a time there was silence. One Councillor murmured something about a “foregone conclusion,” and the term“casting vote” was floating in the air. Then Councillor 11. McK. Moriion rose to his feet, and opposed the motion. His speech was not taken too seriously, and councillors remained in the very best of humour. After that, other councillors refused to “waste time,” and on the Mayor replying, the motion was put to the meeting, and a division recorded. The voting was even, and the Mayor’s casting vote carried the motion. Then Councillor R. McK. Morison gave notice to rescind, being strenuously opposed in this by the Mayor, who at one time positively refused to accept any such notice of motion. However, Councillor Morison got his way, and on Monday week, as the Mayor said, “more time will be wasted.” The detailed debate appears elsewhere. The loan scheme now proposed to be submitted totals £42,000, including £20,000 for street improvements, £4OOO for water service extension and purification, £0 - 00 for widening Victoria Bridge to full width, and £12,000 for drainage extension.
