General Hertzog, speaking at Pretoria, said the segregation of natives was inevitable. Ho proposed that natives be prohibited from acquiring land in a European land, and vice versa, and that coloured people be placed on a different footing from natives. But they must do justice to the natives, while not hampering the white population.
