Now York, January 8. 1 Following protests from Britain, Japan and Russia against the absolute prohibition of fur sealing in the Northern Pacific, President Taft sent a message to Congress urging a partial repeal of the law thus allowing the killing of male seals, instead of paying an indemnity to Japan, Britain, and Russia.
