TfiE HOME RULE BILL. "i (By Electric Telegraph.—Copyright.) . ; (United Press Association.) London, December 30. Nineteen Irish Unionist members of the House of . Commons have written to Mr. Asquith that they intend to move on the Home Rule report for the exclusion of Ulster. The letter explains that while the exclusion of Ulster would not conciliate the Opposition, some grave considerations arose impelling them to move the amendment, The vast body of Ulstermen, regardless of consequences, were prepared not to submit, and although the writers approve of the resistance against gross and unparalleled tyranny, they desire to avert the evils that can be foreseen, and they urge the acceptance of the amendment, and solemnly warn the Government of the heavy responsibility of its rejection.

Radical papers twit the Unionists with stampeding from Tariff Reform, which would have given them a chance of success at the polls. The Chronicle says: “Mr Bonar Law’s speech is capable of no other interpretation than that of throwing tho onus on the Dominions.” The Daily Telegraph says that in all material respects, the Unionists favour Mr Bonar Law’s policy. His conference plan is regarded in certain. quarters as something new, but it is Mr Balfour’s plan of November, 1907. The Telegraph does not see why/'it is impossible to initiate preference without wheat duties.
