THE ARBITRATIONISTS’ MOVE. (Received 8.10 a.m.) London, December 15. The friends of arbitration on the question of the Panama. Canal admit that the Senate under its present constitution will refuse arbitration, and efforts are consequently being directed to delaying action until the Democrats get into power. (Received 9.15 a.m.) New York, December 15. At a banquet to Mr. Bryce, several speakers, including Senator Choate, appealed to Americans to stand solemnly by the treaty obligations for arbitration.
