PANAMA CANAL.
(Received 11.5 a.in.) Washington, December 10. President Taft is understood to Ik willing to arbitrate in the Panama Canal dispute. A special arbitration agreement will he necessary between the two nations, subject to the American Senate’s approval. If the Senate does not approve, the question b likely to be indefinitely postponed.
