(Received 10.25 a.m.) The Pall Mall Gazette says Sir Edward Grey is negotiating for a conference of the Powers before the conclusion of the war to arrive at a decision op general principles regarding Albania and the Aegean Sea, Bosphorus, and Dardenelles.
