APPEALS TO THE NATION.
LORD ROBERTS’ WARNING. (Received 8.45 a.m.) London, November 21. Lord Roberts is publishing a book strongly appealing to the Nation, and embracing views set out in his Manchester speech. In a letter Lord Roberts draws attention to the events in the Balkans as a warning of what may happen to the Empire if it fails to improve its perilous position. UNIVERSAL SERVICE. London, November 24. The EasLßiding Territorial Association officially urges universal service. “GOVERNMENT NOT RESPON- , SIBLE.” London, November 24. Mr Ad and, Parliamentary Secretary for Foreign Affairs, speaking at Rochdale, said the Government were not responsible for the want of a good understanding with Germany, which had really arisen from utterances such as Lord Roberts’ at Manchester. German jingoes will conclude from them that England, when sufficiently strong, will attack Germany. Mr Ackland considers the National Service League has done great harm to the Territorials.
