PRESIDENT TAFT'S EFFORTS. London, October 8. President Taft intends to make another effort to bring about international peace. Discussing the subject with Pierre Loti, the well-known novelist, formerly a captain in the French navy, the President said that when the Secretary of State, Mr Knox, returned to Washington from Japan he would again endeavour to conclude general arbitration between the United States and Britain and Franco.
