THE WAR IN TRIPOLI.
UNAFFECTED BY BALKANS. (Received 8.20 a.m.) Rome, October 15. Signor Giolitti (Premier), interviewed, said there would be no divergence from Italy's views regarding the substance ot the peace treaty, except Turkey's demand to postponement. Tne masses were favourable to Italy until Parliament ratified this. Italy could not consider such a demand, and therefore woufcl prosecute che war with, vigour and unaffected by eventg in the Balkans. He had no fears from events occurring there as to the peace of Europe., PEACE PRELIMINARIES SIGNED. (Received 10.10 a.m.) Rome, October 15. Peace preliminaries have been signed at Ouchy.
