DESIRE FOR CONFERENCE. London. October 12. - The German Navy Law and the change of Ministers in some of the Dominions has aroused a desire for a conference at which the new situation can bo discussed. Mr Borden believes in a single Imperial fleet, but the problem remains as to how the separate. cabinet s are to maintain a single fleet.
